I am getting great repeatability but not so good reproducibility. Part is the same, machine is the same, feature to be measured is same. Operator intervention does not exist.

Sir i am facing a problem. There is a bore 35.025 mm . All 3 appriser has measured the bore with a maximum variation of 8 micron still gauge r & r is coming above 30% ...why is it still going beyond 30% ? It is around 38% now. Please guide how to improve it. What can be done at this situation?
