No, ankara kart is only for public transport in Ankara. To go to Goreme from Ankara, you need to take an intercity bus. Check out ASTİ bus station in Ankara, buses depart from there.

That 500TL rule is ridiculous... There is nothing to do about it now. You can buy a second card and use it when 500TL limit is fully used.
