the driver steers but the co-driver has to control weight distribution for better cornering. shifting the weight to the correct side keeps the car loaded properly for each corner so you don't have the backend stepping out or the opposite - understeer
incredibly exciting to watch. must be terrifying to ride - especially in chair. much more fun to watch than most sports on TV
