Google told me this : Opteron 6378 2.4 GHz base, 2.7 GHz full load turbo, 3.3 GHz half load turbo. It's based on 32 nm fabrication with 115W TDP, released on 2012. That kind of gaming performance really makes sense, it's quite old, but maybe still good for general multitasking stuff.
It's great for budget home server stuff. I have a supermicro board with 4x Opteron 6386SE chips and 256GB ram-- which I'll be upgrading to 512GB pretty soon-- for home lab, container deployments, various self hosted servers, firewall, etc. They are also great for some general compute tasks since they didn't need to be patched for meltdown / specter-- so they are actually very fast for some calculations.
I have tried some HD capture card on something like this before, and it give me a headache. Your CPU's clock speed is too low and it will give a problem when you tried to capture as preview footage on capture program will become stuck and then freeze completely in the next minute passes. If you recording it will be no problem but when you stop the problem will appear. So, if you really want to try that capture card on this build, if said problem happened it has to be expected.

It's a decent setup but it has very strong drawbacks. The usb3 is fake as it's usb2 with a higher power capacity only. It still runs at USB2 speeds as the board has no usb3 controller chip. Additionally the 2 ram slots are using NUMA node 0 only. Only half the CPU has direct access causing increased latency cross cpu. It has no overclock options and I have tried probing with SETFSB without success. It is also marketed as a 970 chipset but it is really the server variant which explains the lack of options. Finally, the setup has severe issues with DX11 games. I have an AM3 Opteron 3380 and when clocked identical to the Opteron 6380 I used in the Jingsha the Opteron 6380 only pulls about half the framerate despite both being Piledriver. I almost used this platform in my personal rig but it was disssappointing. For reference it was tested using a GTX Titan X for the GPU and a 650W PSU. I wonder about the viability of using it as a dedicated streaming/recording PC which I will test soon. The uncoordinated memory access and lack of usb 3 may cause an issue. I will using a pcie usb card

Phil (another reviewer) tried the theory using an official supermicro board with not as much better results. It's likely due to the NUMA architecture of the opteron 6xxx series in general as threadripper has a few issues too with unbalanced loads (CorePrio by Bitsum helped a bit though in both cases). Now don't get me wrong, it does great in Vulcan and DX12 games such as Doom but games like mass effect andromeda really suffered (at Havarl) during my tests.

I would always prefer a socket 2011 xeon over this cpu, its just faster even with less cores. The ipc isnt great on these opterons. Its been tested by some youtubers before. Even for rendering these cpus arent really worth it, escpecially with these cheap mainboards. A few month ago i wanted to buy this combo, then i saw the performance and the drawbacks of the plattform. Well, i changed my mind. It isnt that interesting to me anymore.
How about testing it on Linux. Then try some games in Steam Proton. That's Steams version of Wine for running Windows games in Linux. Use Ubuntu or one based on Ubuntu. I would recommend Ubuntu Mate ubuntu-mate.org/
Did you realise how much your motherboard flexed when you fitted the RAM? That is not good, try to fit the RAM when there is good support beneath the motherboard, preferably when the MB is resting on a solid flat surface! I see so many reviewers fit ram like this and it is so wrong! If you have to fit RAM in a built system, always support the motherboard. To do it like you do on a hollow cardboard box? Welcome motherboard failure.....
Opteron 16 core 16 thread is fx 8350 glued together its 4 core 8 thread x2 so it is only works with real boards
Try Opteron 6000 series on Supermicro H8SGL there you can do quad channel and see the real power of the Opteron including in games

It's not 16C/16T due to AMD being sued and Windows modified it to look like 8C/16T. I saw on a friends build with a FX8350 and it appeared as a 4C/8T.
You can get a supermicro quad socket MB for the 6300 series for a $150. It's the ram that's the killer.

it flexed a little but most of that is because the box was weak. Normally motherboard boxed dont flex that ,uch when building on top of them.
