They come from an hentai doujin Game made by Pandadanpa.I believe one of the developers work for both the Pandadanpa and the Fly-System doujin circles so thats how they got the characters into the game.The game they come from is named Magical Girl Kirara & Sarara -Dioskroi of Starlit Sky-. The actual game is pretty...weird.Short version of what the game is,it's a pornographic visual novel with tentacle rapes.Not cool in my opinion. (Well Kirara and Sarara being in MBA is nice though)
Obviously not, an indie group like this isn't likely to have the budget to hire original seiyuus to reprise their roles, especially the Queen of voice acting, who's got so much high profile works lined up that she probably doesn't even have time for a small project like this. That goes for all the other characters too, each of them are all big names in the seiyuu industry, and the fees they're asking are undoubtedly more than most indie game group can shell out. Megumi's voice is very distinct, easily recognizable and impossible to be mistaken for someone else. The same goes for Maria's laugh.

Mahoujin Guru Guru is a very overlooked gem. If you enjoy comedy and jrpgs, you should watch it. It recently got a remake last year.
