After drum and developer replace Same issue "#c3-1312 error ...
Dovloper rotate pully is ok.
What's the more problem' s????

Before dovloper install printer proper working.
The printer was on and I removed the cable of the image unit. Is it because of that that it is not working?

Yes, developer unit ki cable proper nhi lagi hogi then same issue aata hai

Check Kai baar ker liya .
Or dusra refurbished dovloper unit bhi lga ke dekh liya . But same issue.
