As a country, we need to work on emergency response systems. Other countries are far much better. The money that is being stolen 2B daily can help to achieve all these.
Do the emergency vehicles have the Jaws of Life tool? This will prevent wananchi using crude means to free victims from mangled wrecks ..in other countries you're not supposed to touch the victims in case you cause more harm; it's all left to the emergency crew that arrives in 3-10 mins of a crash.
