Had same experience on waiving resort fee. Last stay in Venetian, I couldn't sleep due to the noise from Tao light club nearby. Front desk waived my resort fee for that.
I don't gamble so these loyalty programs are worthless to me and gambling will cost you way more than resort fees. The place was built on other people's money. Vegas can be entertaining in other ways. Resort fees or whatever they call it are rip-offs that we have been suckered into.
Believe it or not you can still get a lot of value from the loyalty programs even if you don't gamble. I've qualified for tier status just by status matching which has gotten many many comped resort fees, free show tickets, free attractions, and free meals. Also, 90% of the gambling that I do is just at low limits for the purpose of getting free drinks. And then I get all or part of my resort fees comped for that gambling.
The extra fees are a result of less gambling vs the past. They have to fund Vegas and the % of revenue coming from gambling has fallen from well over 70% to under 40%.

Yes, you'll go to the MGM Rewards desk when you get to Vegas and you'll get a card that you'll put into a slot machine each time you play or hand it to the dealer in the case of a table game.
