The narrator/cigarette ad man sounds just like the MC on You Bet Your Life with Groucho Marx. I can't remember his name, but he always did a great job.
Too bad that modern day bureaucrats, unlike Matt's "boss" in this episode, never come to their senses and transform into becoming more reasonable people.

George Fenneman. He was great as a foil for Groucho, too.
Fenneman spoke for Chesterfield on radio and TV at the time.
