So the inherited access control can be overwritten at each level beneath the parent? Or does the inherited permission over write what's beneath it?

Permissions are the sum of all the levels. There is no deny (outside blueprints).

Is there any cost benefit / loss to having two subscriptions? Since its all based on consumption I would assume that it doesn't really matter?
