I always thought it was fanart, but when I did a reverse image search, I felt unsure. I found this website. 0:00 - gallery.minitokyo.net/view/346722 Apparently this is a scan, so this is possibly official art? I'm really not sure. If you read the description, it says that it's from a Keroro Gunso sticker. It looks nothing like the manga or anime artstyle so I'm really unsure. it's not really helpful at all but I'll just leave the link here, since I'm 111% sure i downloaded this photo from this website.
