the hunter is unlocked by getting all gold at the flying school. or go to the LV airport and do the flying races. one race has a hunter. the races are by yourself vs the clock. but there’s no timer so u wont fail.

You have to complete the missions first to get access to those regions. Ngl the miniguns are cleverly placed so that you can't get them without unlocking the region first
