Pretty sure you can swap tiles around between cities so you can place walls on the inner tiles of cities than swap them back, may have been changed though, not too sure
Hey! There's a mechanic in the game that incentivizes you to build districts you havent built many of yet. Meaning your district will cost 40% less than normal. It's a lesser known mechanic, but a really strong one. For instance, have you ever noticed Water Parks are almost always cheaper than your other districts? I outline the basics in the part 1 of the video, and I talk about it more in my "Ludwig was always going to be OP" video essay. But I plan to do a much more in depth tutorial video in the near future!

Unfortunately you cannot. The wall has to be adjacent to a tile you do not own
