The current travels counter clockwise, and the force is directed toward the camera. Using the same rule, at the bottom, the current is clockwise, and the force is directed away from the camera. Right? :-)
This is a very small amount of current and voltage so nothing will happen if we hold it for few minutes. It won't burn our hand which is even very dry. I don't know what happens if we hold it for very long. Better don't try.
