The announcer voice clip for Noob Saibot's name is the exact same clip from MK4/Gold and in this, he's a Black Scorpion palette swap. I don't think Noob was originally planned to be in this game.

He was the one that wounded Goro and turn him back to Shao Kahn's side in MK Deception. In MK4 Goro and the Shokan had allied with Kitana and the Edenian, to prevent the allie from forming Shao Kahn instructed Bi-Han to strike down Goro at his most vulnerable states. After that Kahn will reward him Smoke for his effort once the job is successful. Well since Smoke is with Bi-Han in Deception it means Noob Saibot's work was successful in the end.

You can tell it's meant to be a 3d game and the 2d is holding it back. At least Midway and the MK team tried.
