None of them are real heroes Soldier boy barely saw any real action even in WW2 and in the flashbacks him and payback look very untrained. Golden Boy hasn't got any combat experience but he has got more training seeing as he is part of the generation of supes that competes with other supes at God U. Queen Maeve and Black Noir probably have the best combat skills and experience overall in the verse and Homelander is third best as in Boys Diabolical we see he was made to fight other supes at ryans age, he is a capable fighter and from the plane scene he is clearly smart but he just doesn't really care.
