Effects which trigger when a card is removed from the Security Stack trigger at the same time [Security] activates. This is nothing like Purple Hikari. Gatomon is digivolved directly from the Security Stack, there is no check where it leaves the Stack first.

But the action of reducing security alrd done, so i think tailmon effect can't be activated on that timing.

No, it's similar to purple Hikari, doesn't trigger when you play it from security right away
