exactly. from a home owner perspective its necessary. and yes im the only on doing it but when neighbors see me at it they help out sometimes. also some neighbors are too old to manage the street infront on their homes so I'll do it

Spray paint that grate with fluorescent paint so next time you would see the drains immediately... also put a marker there on the sidewalk as well.....
since these drains are in your neighborhood, you should put an orange arrow in the street pointing to the drains so you don't have to look for them... and DOT shouldn't say anything since you are doing their job
Gosh! If only Detroit had a Department of Public Works or something to manage these issues. Like, a fleet of trucks and employees who did this so that you didn't have to.
Just remember all drains have a sister drain usually directly across the road … you’re doing an awesome job !!

When i was a kid growing up in Flint in the 1960s the city guys would use a steel bar and lift the sewer grate and drain it off then clean it up.
ive lifted up a few by hand. the rushing water is strong. some grates are rusted shut
