As for me, I've done some more testing, and I receive accident callouts with characters that haven't unlocked everything, but I don't care about those; I want to process accidents with my main characters that have unlocked everything, but no matter how long I wait, I'm not getting a single one.
It's undoubtedly a bug, and I really hope it gets fixed in the upcoming update so that I can respond to some accidents with the new cool car, especially as it's so traffic focused.
