I've observed wind shifts just like that in intense squall lines before. They were most likely on the edge of a bow echo. It's all just straight line winds.
There were 29 confirmed tornadoes associated with this particular derecho event. Since tornadoes that are embedded in derechos can be hard to confirm, this may very well have been one towards the end.

It was not a tornado. Derecho's has winds over 90 mph most of the time.
