They put them that high because of how well known they are. They literally had to join 2 whole "gangs" into one spot just so they can make the list. Crips or bloods shouldnt even be one entity considering how many different sets there are for each, but given the combined size and notoriety, they had to put them on the list I guess.

They fundraised by forcibly taking control of the national public transport sector and extorting the taxi and bus owners. they charged protection fees from the residents of the areas they controlled and non-compliance meant beheading. It wasn't about Kenyan youth wanting to go back to their traditional roots, only members of one tribe out of the 42 tribes in Kenya. They were extremely well connected politically and were used to create chaos before elections.
