It's pretty much similar to other 2D design programs such as Figma or Sketch. You can add multiple layers to an object and use blending mode to achieve different looks. You can export it to a js file and give it to the developer for implementation. I'm not a dev so I can't tell you exactly how it's done.
it is really easy, you can import the and then embed in html or if you are using react then into jsx
