Sorry late reply. It usually connects that way if you're doing it off-axis, but it's not really a guarantee that 3+4 will hit in that special way. Even with sidesteps, sometimes both hits will still connect. The direction you have to sidestep to is also different per character as far as I've tested, so probably the only real way to know is to test it on each character :

You do know every character can get more wall hits in when you resplat, right? Everyone gets a "standard 3 hit wall combo", but with off-axis hits, OTG tricks, various heat mechanics, etc. you can get a lot more in. That's been a thing ever since Tekken had walls
Reina has the lowest win rate in tekken right now..go lab her. she's a good character but she's by no means busted. still takes mad execution to land this stuff.
