In the industry we call it a filler mass. This isn't used in just wafer cookies either though. Commonly done with regular bars and other chocolate products as well and most definitly not a "SECRET ingredient"

My mother’s side of the family’s greatest flex is that me mom’s great-grand father invented the way to cut Kit Kat’s. Before they used saws and it was super wasteful because it left Kit Kat dust. He made hot wires that sliced it cleanly, and got promoted to his own company in Canada.
