Because China and Russia aren't going to give the USA a base right on their doorstep. North Korea is the buffer zone between them and the US-allied South. If America tries to take NK, China and Russia aren't going to stand idly by. Also, there's no oil and barely any natural resources in North Korea for America to be interested enough to "liberate" them.
