Anna’s song The Next Right Thing was dramatic bc it foreshadowed that she had truly lost everything but she needed to go on for her people’s future. But Disney thought it was too dark so they didn’t specify that Elsa was “dead” but was a “spirit” and she acted as the deus ex machina to stop the flood. Hence the strangeness why Elsa chose to stay behind.
She died and was reborn to take on her true form like has happened in so many stories before. That makes her an immortal spirit Elsa still appears human but is more than just that.

She froze to death when she found out too much information about why she was born with ice magic to the point where she went too far and just froze to demise deeply she came back to Anna only in the form of an enchanted spirit.
