Wouldn't be a Skaven plot if the Skaven weren't also trying to stop the Skaven from committing the Skaven's own plot. Greyseers shoulda just took one for the team
Ironically, they did just that during Nagash's rampage, with many Grey Seers sacrificing themselves to help defeat him, even making a special sword specifically designed to wreck him (the Fellblade) if he ever came back. It's why the Tomb Kings are (mostly) not hostile towards the Skaven from the get-go.
Something tells me that Lord Gnawdwell, Warlord of Clan Mors was kept out of the dark in regards to the fact that the other members of the council of 13 were intending to sacrifice his clan to the Great Horned Rat. I can only imagine what excitng adventure he had during his escape from Skavenblight to reach his right-claw buck (yes that is what male rats are called) Queek Headtaker.
Yeah, she should arrive durign the final battle with the host from the City of Pillars to assist Queek and his allies in claiming the Vortex and bring forth the Horned to the Old World.
Assuming that he himself wouldn't have been sacrificed (it'd be weird if he did and the seer asked him anyway), it's a fairly self-sacrificing act. Noble almost.
One thing that I cannot get around though is the fact that there a shitload of shitty little destitute clans in Skavenblight, why would the COucil sacrifice their best assets when they can obtain the same result for no cost? I mean, sure, Skaven are backstabbing (even for Dark Elf standard) but they are also pragmatic: They wouldnt waste their strongest Warlord Clan and argubly the greatest General in all Skavendom knowing they can finally realzie their dream of ruling the surface. They will need-require the mighty-strong Queek for that. Yes-Yes!
That is where your wrong.. Skaven would sacrifice their best if not everything.. As long as it is for "The Greater Good".. A saying all Skaven know very well.. And there is no need for the greatest general if they have their actual god leading the assaults.. Don't you think the greatest armies, generals and rulers from back in the day would sacrfice themselves if it is certain that it would mean having their god its blessing? Than imagine if they had proof that doing so would give their God physical form.. You can bet your ass on it they would. Without hesitation.. Better yet, I am sure you would have rows and rows of people if not entire cities volunteering for it and that for the blessing of their families alone. Than imagine if doing so means the actual return of their God to them in physical form.
I think it's also the quality of the sacrifice that should be considered. You don't use crap for seasoning, you don't use rusty metal for fabrication, and you don't use dirty, diseased, half dead slave-things as sacrifice to summon your god into the world.
Anyone else here remember the skaven voice over in 'Shadow of the Horned Rat' from back in the day... When did their furry little balls drop!? Also, I would suspect that Grey Seer Thanquol would have found a way of avoiding being sacrificed despite the rest of his clan's fate.

Perhaps the Grey Seers wanted Mors dead so they could seize more power in the aftermath of the Horned Rat's summoning.
