Speaking about Seoul&around Seoul area it's less snowy than Sapporo and more windy, dry winter. With temperature about similar to sapporo. In Busan and Southern areas like Jeju it should be a lot less cold though. And the winter temperature might be real bumpy in Korea(speaking of Seoul) like some days you get -10~-15 dgrees celcius while on some good days you get +5~+10 dgrees celcius. On most days around +3 ~ -8 dgrees though.
