It refers to the projection of blood vessels (ie, vascular) and pia mater through some parts of the ependyma lining the ventricle, creating finger-like (ie, fringes) structures called the choroid plexus. I think the CP may also be thought of as 'frond-like', or 'sponge-like'. For 'fringes' think of the tassels (short lengths of yarn) on the edges of some garments.
