Trying to control nature will not work really well. Nature will always find it's own balance, given enough time. Two gar are way too much for that small an area, much less one gar. You should think one bass at max.
He should put blue gill or a type of sun fish a smaller species of fish that fish is not meant for a water source that small free it and find a smaller species put a net cover over the pipe and mesh at the exit
