Unfortunately, I can't troubleshoot your issue because I don't have details, if it's a new business account and you have a business page, you are not supposed to have any challenge, except it's an already existing account with probably some restricted or banned assets

Have you had other account banned before? If yes, that's most probably the reason. If not, you probably are not following the right steps if your Facebook account is ok

If you want to close an ad account; Go to Business Settings. Click on Accounts. Click on Ad Accounts. Select the ad account you'd like to close. Select the 3 dot button and Close Account. Click Close Ad Account to confirm you want to close this ad account.

Ok, as far as things are not too messed up on your ad manager, you can create a new one and start from there.

Click the 'Continue as' if you can recorgnize that it's the account you want to link, otherwise you should tap the 'Switch account'

What about restricted ad accounts because of payment method
You will not be able to edit or work with a restricted account. Try make payments and if it's not successful, try chat Facebook support
