South Africans should not entertain this idea. This plan is not based on any plan to industrialise anything. Just for domestic distribution, the current infrastructure is exceedingly capable of producing enough power. Moreover this country has enough coal reserves.
It's difficult to sell long term solutions to energy crises. The "10-12-15" year build time would've been approaching maturation today. 9.2GW is serious muscle.
Actually, we're going to need nuclear power in order to both solve our energy supply in the long term as well as reduce our reliance on coal. Nuclear power is actually quite environmentally friendly and nuclear waste is not the problem that many people make it out to be. I think that Ramakgopa was talking about the new small modular reactor technology, they must of made a deal with China for the technology.

During our PBMR program, we signed an agreement with China to collaborate on developing the technology and while our PBMR research program was discontinued, theirs continued.

The cost of building nuclear power stations usually go waay over budget. That said, it does make sense to consider nuclear for baseload as part of the energy mix (which does include solar and wind). As with most things, the devil is in the details, execution is critical, and how is corruption going to be prevented? YES, who will be building it? YES, who who will be running it? How will it be done, e.g. will there be knowledge transfer to South Africans? I would add to this the question of what the design of the power station will be (E.G. Modular using Thorium?, Pebble Bed for inherent safety? etc etc).
The centralisation of critical roles within The Presidency has all the hallmarks of State Capture at this rate Ramaphosa is short of centralising Chapter 9 institutions directly within the Presidency beyond the realm of having power to appoint. The same lobbies are now even attempting to revive PMBR initiative, after all our nuclear scientist were discouraged and immigrated out of SA. We lost momentum and hopefully we shall rebuild. The same lobby that brought us IPP's are now at the table of nuclear ( scoundrels of a special type).

Frankly our best hope will be small modular pebble bed which is domestically produced with domestic investment. Then rather assist local municipalities to procure these small reactors. These municipalities can then generate revenue through selling electricity to their residence and selling excess to the national (state-owned) grid. They can also attract investors by offering them discounted electricity in exchange for building and operating local factories. I don't mind BTO if it leads to local municipalities in their capital formation. But operating licenses must expire so that the municipality can use the capital equipment to generate revenue.
Suddenly nuclear is feasible because its not a Zuma led project, and notice how the same people who fought tooth and nail to destroy Zuma's ambitious to build a nuclear mega project are silent because IPPs (read white capital) are involved
