We can't just empower addicts to remain in their addiction. Everyone who has gotten recovery from an addiction knows that an addict has to hit their bottom. Now it seems homelessness isn't the bottom anymore. There are all these people who are relatively clueless to the rules of 12 Step success stories trying to help the homeless population and what has happened is that their population just balooned. The problem is that many of the modern city dwellers do not understand the "R" word, which is crucial to all recovery: repentence. Call it what you will, surrender, change of mind, metanoia, whatever, the universe just doesn't empower drug addicts and alcoholics.
