It is indeed a Bond theme, basically. They had always wanted to write a Bond song and this is what they came up with. They submitted it for Spectre, but it was rejected cause it wouldn't have been elegible for best original score at the grammys.
Matthew Bellamy must have heard this song when he was developing his songwriting and style before Muse released Showbiz. This Radiohead song is the one that sound most like early Muse, the sounds, chords and everything, even how he sings the falsetto in the end.
I can see them doing some major changes on this one if they plan on releasing a different version in the future.. I can just hear how incredible it would all sound. I can hear the smallest details coming together making this song INSANE.

Maybe this was inspiration from the lyrics of this song, as he is generally listening in at the studio for cover art inspiration.
I mean the new one certainly sounds better, but it really really doesn't have the same passion that Thom had when he did Big Boots; he sings it in a really convincing cold manner in the new one, but I prefer the old as it fits him and Radiohead more at the time, and it shows
