Ehm..................not actually!
The horizon line should come through the eyes, not through the neck.

Actually the horizontal line depends on the level of the camera, not the eyes level of the people. In this scene, the camera level we set a little bit lower

@@PhotoshopArchitecture If you want to consider the camera with a lower POV you have to place people's height using vanishing lines. THe way you did it can be correct but if you zoom out and look at the image u can easily see that the guy is tall compared to the rest of the image and the girl too if you consider the bench beyond her
