Rough morning on the highways in western Minnesota

I remember once in the 90s driving from Duluth to Minneapolis in a heavy blizzard with a blind Piano Tuner and I was describing what it was like to not be able to see the road and there are all these cars off the side

Why is there no treatment put on Minnesota highways? This is inexcusable.
