I do all my VFX on a program called hitfilm. The sequence was created by the use of keyframes and masks. You should be able to watch tutorial motion graphics online. Thanks!
It was made through the use of masks and a Lego grapple piece. I just keyframe various elements to create the effect. I added on some motion blur and some dusty, particle stock footage.
