- Thousands of those caught up in the Philippines war on drugs end up in Manila City Jail where they often spend years waiting for their day in court.
Dennis Garcia, accused of two counts of robbery, has spent 16 years waiting for his trial.
He tells the BBC's Howard Johnson what life inside the jail is like.

I visited a prisoner in a Philippine jail 2 years ago. He is 20 years waiting for his day in court.
His crime? One of the victims of a motorbike crash, said he touched her breasts while pulling her off the road. During our visit he said nothing only cried and cried and cried.
This is as wrong as the stain of slavery. Don't lock people up for longer than their sentence would be if found guilty by a court of law.

We should remember the plight of prisoners. They should have their cases heard in court quickly and if they are guilty, treated humanely.
In many countries the justice system is very slow and often not fair.
Certainly prisoners who are not violent, shouldn't be locked up with prisoners who are.

There was one such case where someone was convicted of murder. The family didn't give up and eventually found that he was completely innocent. He was released a few years ago but still spent nearly 20 years in prison. I don't think they got any compensation. The government can't even give adequate services to the local populace let alone a single person.

I have a friend who pleaded guilty because he said it would be faster if he just served the time than go through the process of the justice system here..that is another level of fucked up.
My brother waited 25 years in jail for trial and when he was convicted they only gave him 1 year of prison.

Ito ang pinaka malaking kulungan sa metro manila. Kung saan dito ako lumaki sa Quiapo manila. Minsan nakakapag hatid ako dito sa labas nung namamasada pa ako nung motor since 2007 to 2010. Napakasakit ang kalagayan nila pero wala tayong magawa kasi may batas tayong sinusunod na dapat irespeto din bilang pilipino. Magpaka bait nalang po kayo dyan lahat at naniniwala ako na habang may buhay may pagasa basta magbago lang !!!!

It's really hard to be a prisoner in the Phil. Aside from the overcrowding and the long wait to here their cases, there's a lot of other issues that are not well addressed by the officials especially the government. Guilty or still awaiting for their judgment, they are humans that have rights to live. Visited a certain jail somewhere in Metro Manila and conducted a medical mission with the inmates. Some if not all of them have varying degrees of scabies, parasitic infections, uncontrolled hypertension, diabetes, mental disabilities, etc. Majority of these inmates came from poor families and their daily needs are beyond neglected. Aside from very poor medical treatments and prevention, guards and superior often ignore the complaints and just turns a blind eye from their sufferings because either there's alack of manpower or not enough logistics to address the issue. Our government not only needs to confine them due to their crimes but also must provide proper and quality rehabilitation program if they have a chance to get out after their sentences. More prison infrastructure are needed to decongest and improve overall well being of prisoners. In addition, aside from corruption, the justice system is very slow and sometimes caters to those with money so I don't see these improvements will be happen in the near future. These are just my opinions. Some other issues have not been mentioned but still important. Poor prisoners. Only we can pray.

This is a violation according to RA 9344 or also known as juvenile justice welfare act of 2006 according to this provision when an offender is 15 years old and but below 18 years of age they are exempted from criminal liability and they are considered as minor delinquents. And the child must be subjected to an intervention program unless he/ she has acted with discernment.

This is why Americans should be more appreciative of the constitution. Countries without those protections in place have these kinds of circumstances. No way should anyone who hasn't been convicted be locked up for years.

Half of these inmates never saw a day in court and when they eventually do, they'll be aquitted but to have already wasted years of your life unfairly without compensation.
