Because we can't pour the unknown NaOH Directly into burette. So we have to get the unknown from somewhere using Conical flask and then pour it into burette.
you can use any concentrated NaOH solution, not specifically dilluted . for example take a few grains of naoh and put it into some distilled water, its become unknown concentrated solution then used it.
