I feel like rock bottom is an allegory for things like racism and differing ideologies to show that just because something looks extreme doesn’t mean it’s bad. Like when the strange fish at the end actually helps SpongeBob back to bikini bottom. Like in the real world if someone is stranded in a foreign country it’s like a native Good Samaritan who shows them that even though you’re literally like a fish out of water. Just because the people and the environment look different doesn’t mean there aren’t good people willing to protect you or help you get back home but it uses extreme contrasts in character and scene designs to show the difference between bikini bottom fish and rock bottom fish is only skin deep and that even though those fish may seem different they actually are just fish who live the same lives as every other sea creature. But they put it into a context that kids will instantly understand and resonate with
