    This is hilarious and annoying at the same time. They should not be exempt but this is what they're saying in effect, yet normal Londoners still have to pay it and are threatened if they don't. It's not fair as they use London's roads like everyone else and should pay for it. It will be interesting to see if these outstanding charges can be reclaimed by TfL through the courts. 🤔
