Fubara should just obey the appeal court judgment and do the needful by submitting the budget to the state house of assembly to pass it into law or else he would be impeached.

What is that fate of the 25 house members that defected from PDP to APC in Rivers state? Will the Supreme Court accept their fate as pre election matter as ruled by Wike'sHigh Court judges? Are these people still qualified to receive and approve the governor's budget? The Appeal court can judge that certain numbers of members of the house of assembly should approve a budget, but can members who have lost their house membership by decamping to another party approve budget ?
The Supreme Court would have to change his previous ruling on Abegunde and others.
If the 4 pro-Fubara members don't have quorum, then the decamped ex-Wike's lawmakers to won't be qualified to approved budget by Abegunde Supreme Court judgement.
So none of the 32 Rivers state house of assembly lawful to consider the budget.
