I am just as confused as you. As you know, e-bikes are everywhere on the trail. The shuttle service stated that they were working on an exception to Forest Service rules specifically for the Creeper. He also stated that it is not enforced there. So I still don’t know what to think. You clearly don’t need an ebike there of course. That is just what we own. The only bikes we own.
They do allow horses but I have never seen one there. That is likely due to people not wanting to deal with bicycles flying by them constantly. I do not recommend riding horses there on any weekend for sure. It gets crazy busy.

Good point. If your horse is not properly trained it may not be a good idea.
