how would you know whether their card is before or after the two of same car

You would know that by the position of the number they tell you. If you know your card is 7, and they tell you their card position is 4, then you know it’s before. If your card is 7 and they tell you their card position is 13, then you know it’s after

you didnt tell us what to do if the selected card is not in the packet they select. What if in the end they pick a pack of their choice and the actual selected card is on the other pack?

I walked through both scenarios in the video. You can go with either pack to reveal your “stacked” card. But based on if the spectator’s position is higher or lower then YOU will pick which pack to reveal the card in
