when i F8 connect it says Failes to handshake to server: *IP* - Failed to connect to *IP* port 30120. Connection refused - CURL error code 7 (Couldnt connect to server)

when I put my IP address it wont make the key. but when I put the 8.8.8.8 it makes one, but then it cant validate it??????

I have done it, but when I want to start the server i become this error: "Could not authenticate server license key." I don't no why, can you help me?
