I always like to see some DV coverage. I have tested how much DE6's you need and how many wagons you can take with them, and I can tell you that with 2 DE6's you can already get up to 26 of these spent nuclear fuel wagons up that route. Atleast that was the case in B96, there may be some small differences, and I do have to say that that was the absolute limit. But one thing for sure is that 4 DE6's for just 18 of these is a little overkill. I'm pretty sure you can haul atleast 48 of these wagons up that route with 4 DE6's, so if you we're looking for a 3x safety factor, you got it. ;)
