      The state does. It's the local Republican officials who don't want to help people.

    Why group the drugs with theft? I get that a lot of the petty thieves are addicts, but that doesn't mean all drug users are thieves. And a lot of the people stealing don't have drug problems, even ordinary looking people are stealing cartloads of things and running off. In my opinion, if someone is minding their own business getting high, let them be unless they're doing it out in public or driving, then they should be arrested immediately.
