@@bilalbashir just talked to town of Milton plans technician. Homeowners can submit basement floor plans. They have some examples on their website and they will work with you to get everything right. Hope this helps.
If you're in Ontario, Canada, it is possible to get a permit without having a designer. How hard or easy that will be depends on your local building permit department.
