They need to rework Ryze with Slow of W be able to spread on fluxed targets and E on slowed targets root them. This gives him more range in some situations ... and maybe E be able to recast twice to spread even further.

You're ranged, so it's easy to grab Heartsteel stacks. Combine big HP and big AP to become a monster in late game. Survive, spam E and pump out a lot of damage.
