Making it safe for people to go outside can help build community and reduce isolation, protective effects on health. Epidemiology is not about just the physical aspects of disease, if I understand the last part of your comment right.
Most are in social housing & can't just move they can't afford to privately rent a house in a better area & it is difficult to get a move when you live in social housing

There is nothing stopping these people from moving to a better area in the long term.
